Tiivistelmä
Tutkimuksen tavoitteena on selvittää, mitkä nähtiin keskeisiksi tekijöiksi nykymuotoisen Etelä-Karjalan sosiaali- ja terveyspiirin (EKSOTE) rakentumiselle, miten sosiaalihuollon, perusterveydenhuollon ja erikoissairaanhoidon yhdistäminen samaan organisaatioon mahdollistaa parempien palvelujen tuottamisen, mitkä ovat organisaatiomuutoksen läpiviennin keskeiset haasteet sekä mitkä ovat poliittisen ohjauksen merkitys ja mahdollisuudet EKSOTESSA. Tutkimus on laadullinen tapaus- eli casetutkimus. Tutkimusmenetelminä käytetään teemahaastatteluja ja puolistrukturoituja lomakehaastatteluja. Tutkimuksen keskeinen teoreettinen viitekehys on New Public Management. Tutkimuksen keskeisenä tuloksena esitetään, että EKSOTEN synnyn taustalla oli aito halu parantaa sosiaalihuollon ja terveydenhuollon palveluita koko Etelä-Karjalan alueella. Tämä tapahtui siten, että sosiaalihuolto, perusterveydenhuolto ja erikoissairaanhoito yhdistettiin saman organisaatioon ja kaikkien kuntien tämän alan henkilöstö siirtyi kunnista EKSOTEN palvelukseen. Organisaation syntyminen edellytti vahvaa poliittista ohjausta. EKSOTESSA on paljon eritysosaamista, joka on käytettävissä koko Etelä- Karjalan alueen asukkaiden hyväksi. Organisaatiomuutoksessa on mukana keskeiset New Public Managementin periaatteet eli tehokkuusperiaatteet sekä palvelujen laadun, asiakaskeskeisyyden ja henkilöstön palkitsemisen kysymykset. The main target of this research is to define the major reasons for establishment of Social
and Health Care District of South Karelia, what are the major challenges of organisational
change, how combining of social and health care services will improve the production of
better services and what are the significances and chances of political guidance. This is a
qualitative case study. Research methods are focused interviews and half-structured
written inquiries. Primary theoretical approach is New Public Management.
Conclusion of this study is that in the background of establishment of organisation was
genuine desire to improve the services of social and health care in the whole area of
South Karelia. This was made by moving the entire social and health care services and
the concerning personnel from municipalities to the Social and Health Care District of
South Karelia. Wider use of personnel’s specific skills can be used for the benefit of all
the inhabitants of South Karelia. All the primary ideas of New Public Management, such
as principles of efficiency, questions of quality of services, client-orientedness and the
rewarding of personnel, have been adopted in the organisational change.
