Tiivistelmä
Työn tavoitteena on selvittää erilaisten työaikamallien ja henkilöstön määrän vaikutuksia Finnsteven henkilöstökustannuksiin ja ylitöiden määrään. Selvitystyö toteutetaan simuloimalla vaihtoehtoisia työaikamalleja ja henkilöstömääriä tilastollisten menetelmien avulla. Työn toisena tavoitteena on ehdottaa yritykselle toimintatapaa suorittaa lopullinen henkilöstöresurssien optimointi.
Työn teoriaosuudessa esitellään aluksi yritystä ja sen toimintaympäristöä. Tämän jälkeen tarkastellaan nykyisen TE-sopimuksen mahdollistamia työaikamalleja. Seuraavaksi perustellaan käytettävät tilastolliset menetelmät ja tiedonkeruumenetelmät. Edetessään työ syventyy tarkastelemaan yrityksen tekemän työn kohdentumista aikatyöhön ja ylityöhön sekä viikonpäiville että työvuoroille. Lopuksi kuvataan työn optimoinnissa käytetty logiikka, analysoidaan saatuja tuloksia ja esitellään optimointityökalun toteutussuunnitelma.
Diplomityössä tehdyn selvityksen mukaan satamatyössä tehdään nykyisellään erittäin paljon ylitöitä. Siten työaikamallien optimointi on perusteltua. Optimoinnilla saavutettavat potentiaaliset kustannussäästöt ovat erittäin huomattavia. Lopullinen optimointi on haastava tehtävä, jota henkilöstöhallinto ei pysty ratkaisemaan pelkkään kokemukseensa luottaen. Tuotannonsuunnittelun avuksi tarvitaan täten työkalu, joka palvelee paitsi mallien luontia, toimii suunnittelun apuna jatkossakin. The goal of this study is to analyze the effects of various working hour models, labor costs and overtime structure at Finnsteve Oy Ab. The analysis is executed by simulating alternative combinations of working hour models and number of available employees with statistical methods. Another goal of the study is to propose the optimal method of carrying out the final optimization of the human resources of the company.
In the theoretical part of the study, the company and its operational environment are introduced. Thereafter, available working hour models within the scope of the current collective labor agreement are viewed. Next, the statistical methods and data collection methods which are used in the study are justified. Further on, the study goes deeper, examining the allocation of work load into normal work, overtime work, days of week and work shifts. Finally, the logic used in the optimization is described, results of the optimization are analyzed and the principle of the implementation of an optimization tool is introduced.
The study reveals that a huge amount of the current stevedore work is overtime work. Thus, optimizing the working hour models is well justified and the expected savings are noticeable. The ultimate optimization is a challenging task, where even the best of personnel administration means based solely on experience soon turn out to be inadequate. Therefore, a formal optimizing tool is needed. This tool will be used to build up the basic structure of the working hour models, and later it will be used to fine tone and adapt the structure to any possible further needs. Invaluable, up-to-date reports are instantly available for the design and management levels.
