Tiivistelmä
Tässä haastattelututkimuksena toteutetussa kandidaatintyössä tutkittiin ylileveiden johtokatujen käyttöä keskijänniteverkon toimitusvarmuutta parantavana menetelmänä. Tutkimuksessa haastateltiin kahta verkkoyhtiötä: PKS Sähkönsiirto Oy ja Lappeenrannan Energiaverkot Oy. Työssä pyrittiin selvittämään ylileveisiin johtokatuihin liittyviä käytäntöjä sekä millaisessa liiketoimintaympäristössä niiden käyttö voisi olla verkkoyhtiön näkökulmasta kannattavaa.
Ylileveät johtokadut ovat suhteellisen uusi toimitusvarmuuden parantamiseen tähtäävä menetelmä. Ylileveä johtokatu muodostuu, kun sähkölinjan vierimetsästä kaadetaan kaikki puut noin 15 m leveältä alueelta, jolloin puut eivät enää yllä kaatumaan tai taipumaan linjan päälle. Kiinnostuksen kasvu johtuu pääasiassa vuoden 2013 sähkömarkkinalain toimitusvarmuusvaatimuksista, jotka velvoittavat verkkoyhtiöitä parantamaan toimitusvarmuuttaan huomattavasti.
Haastatellut yhtiöt pyrkivät käsittelemään sähkölinjoja, joilla on käyttöikää jäljellä 20–30 vuotta, mikä vastaa sitä aikaa, joka vierimetsän puilla menee kasvaa uudestaan sellaisiin mittoihin, että ne muodostavat jälleen johdolle uhan. Yhtiöt ovat ulkoistaneet hakkuiden toteuttamisen metsänhoitoalan ammattilaisille, koska se vaikuttaa myönteisesti hakkuuprojektien onnistumiseen. Tärkeimpiä asioita hakkuiden onnistumisen kannalta ovat hakkuulupien saaminen maanomistajilta sekä hakkuu-urakoitsijan ammattitaito. Ylileveällä johtokadulla kulkeva ilmajohto on toimitusvarmuuden näkökulmasta lähellä maakaapelia. Ylileveän johtokadun kustannukset ovat PKS Sähkönsiirrolla 6000–8000 €/km johdon molemmilta puolilta hakattaessa. Ylileveät johtokadut ovat siis hyvin kustannustehokas tapa keskijänni-teverkon toimitusvarmuuden parantamiseen. Ylileveät johtokadut vaikuttavat kannattavalta vaihtoehdolta toimitusvarmuusvaatimuksien täyttämiseen verkkoyhtiöillä, joiden verkko kulkee pääasiassa metsässä, ja joiden asiakasmäärä suhteessa verkon pituuteen on pieni. Ylileveiden johtokatujen suosio voi mahdollisesti nousta toimitusvarmuusvaatimuksien aikarajojen lähestyessä. Käyttökelpoisuuteen tulevaisuudessa vaikuttavat kuitenkin muutkin asiat, kuten maakaapeloinnin hinnan lasku. The focus of this bachelor’s thesis was to research the effectiveness of wide power line corridor as the means of improving the reliability of operation in medium voltage overhead electricity distribution networks. Two distribution companies were interviewed for this paper: PKS Sähkönsiirto Oy and Lappeenrannan Energiaverkot Oy. The two companies were interviewed to find out about different practices regarding wide power line corridors, and in what kind operating environment they could be worth considering for distribution companies.
Wide power line corridors are a relatively new method for improving the reliability of operation. Wide power line corridor is formed when all trees within roughly 20 m distance from the power line are cut down, so the trees can no longer fall on to the power lines. The increase in interest in wide power line corridors is mostly due to the 2013 Electricity Market Act’s requirements for the distribution companies to improve their reliability of operation significantly.
The companies that were interviewed mostly use wide power line corridors for power lines that have 20–30 years of techno-economical lifetime left. This aligns nicely with the period of time during which the trees near the power line won’t pose a threat to the power line. Both distribution companies have outsourced the logging to forest management companies, because that improves the success rate of the wide power line corridor projects. The most important things for a successful project are getting permissions from the landowners and the professionalism of the forest management company. As far as reliability of operation is concerned, an overhead line on a wide power line corridor is relatively close to underground cabling. For PKS Sähkönsiirto the expenses of making a wide power line corridor are 6000–8000 €/km, when trees on both sides of the power line are cut down. Thus, wide power line corridors are a very cost-effective way to improve the reliability of operation. Wide power line corridors seem to be an economical way to meet the requirements set in the Electricity Market Act for distributions companies who are operating in forested areas and who have small number of customers relative to the length of their network. The popularity of wide power line corridors may rise in the near future due to the approaching dead-lines of requirements for reliability of operation. Their popularity may also be affected by the price decrease of underground cabling.
