The present work presents a track initialization algorithm developed for a Passive Multistatic Radar using Doppler-only measurements. In absence of initial state, Kalman filters can diverge. In a passive multistatic radar system, these initial parameters cannot be calculated analytically. We first developed a curve tracking algorithm to determine the detected aircraft. Another algorithm was developed to estimate initial parameters based on nearest neighbor search. The performance of the algorithm was evaluated by simulations and observations.
