Tiivistelmä
Tässä diplomityössä tarkastellaan murrosta Itämeren alueen sähkömarkkinassa. Työssä selvitetään, mitkä ovat tärkeimmät muutosajurit Itämeren alueen sähkömarkkinassa, ja mitkä ovat erityisesti Suomen kannalta tärkeimmät tulevaisuuden muutokset sähkömarkkinassa. Näiden perustella esitetään arvioita markkinan kehittymisestä erityisesti Suomen kannalta. Tutkimus perustuu julkisiin lähteisiin sekä asiantuntijahaastatteluihin.
Muutosajureista tärkeimmät ovat energia- ja ilmastopolitiikka, vaihtelevan tuotannon lisääntyminen ja energiajärjestelmän sähköistyminen. Suomen kannalta tärkeimpiä muutoksia sähkömarkkinassa ovat Olkiluoto 3 -ydinvoimalayksikön valmistuminen, tuulivoiman tuotannon kasvu ja yhdistetyn sähkön- ja lämmöntuotannon väheneminen. Tärkeä markkinarakenteen muutos on siirtyminen 15 minuutin taseselvitysjaksoon.
Suomen sähkönkulutus tullee kasvamaan energiajärjestelmän sähköistymisen myötä. Vaihtelevan tuotannon sekä joustamattoman tuotannon lisääntyessä sähköjärjestelmän tehotasapainon ylläpitoon käytettävien reservituotteiden merkitys kasvaa. Kulutusjousto ja sektorikytkennät tuovat tärkeää lisäjoustopotentiaalia tulevaisuuden sähköjärjestelmään. In this Master’s Thesis, changes in the electricity markets in the Baltic Sea region are considered. The most important drivers of change in the markets are studied as well as what are the most important future changes in the markets especially from the Finnish point of view. Based on these findings, prospects of the market development in Finland are estimated. The study is based on public documents and interviews with electricity market experts.
The most important drivers of change are energy and climate policy, increase in the production of variable renewable energy and electrification of the energy system. From the Finnish point of view, the most important future changes in the markets are the new nuclear power plant unit Olkiluoto 3, increase in the production of wind power and decrease in combined heat and power production. An important future change in the market structure is the introduction of 15-minute balance settlement period.
It seems that electricity consumption in Finland will increase due to electrification of the energy system. Since weather-dependent production and inflexible production will increase there is an increasing need for different reserves to maintain the power balance. Demand response and sector coupling bring new flexible resources in the future electricity system.
