Tiivistelmä
Energiamurros ja sähkön käytössä tapahtuvat muutokset yhdessä sähkömarkkinalaissa ja valvontamenetelmissä tapahtuvien muutosten kanssa ajavat jakeluverkkoyhtiöitä uudistamaan hinnoittelukäytäntöjään. Sähkön käytössä tapahtuvat muutostilanteet, joissa siirretyn energian määrä pienenee ja tehon tarve kasvaa, ovat ongelmallisia verkkoyhtiöllä nykyisin käytössä olevien energiamaksupainotteisten hinnoittelurakenteiden kannalta. Siirretyn energian määrän vähentyessä siirtotulot laskevat, samalla kun verkon mitoittavat huipputehot ja verkosta aiheutuvat kustannukset pysyvät ennallaan tai jopa kasvavat. Sähköverkon kustannuksista suurin osa on kiinteitä, siirretyn energian määrästä riippumattomia, jonka vuoksi nykyisin käytössä olevat hinnoittelurakenteet eivät ole kustannusvastaavia.
Diplomityössä analysoidaan verkkoyhtiön pienasiakkaille suunnatun kustannusvastaavan tehomaksukomponentin sisältävän hinnoitteluvaihtoehdon ja tulevaisuuden tarpeet huomioivan hinnoittelurakenteen muodostamista ja käyttöönottoa noudattaen yleisiä hinnoittelussa sovellettavia periaatteita sekä Energiaviraston suosituksia verkkopalvelumaksujen harmonisoidusta rakenteesta. Uusien pienasiakkaan hinnoitteluvaihtoehtojen sekä hinnoittelurakenteisiin tehtävien muutosten aiheuttamia asiakaskohtaisia ja liiketoiminnan näkökulmasta huomioitavia muutoksia mallinnetaan MATLAB® -ohjelmiston avulla. Kustannusvastaavaan pienasiakkaan tehotuotteeseen ei voida siirtyä yhdellä kertaa asiakkaiden kokemien liian suurten muutosten takia, jonka vuoksi työssä esitetyt hinnoitteluvaihtoehdot on suunniteltu tehotuotteen ensimmäisiksi käyttöönottovaiheiksi. Työssä esitetään käyttöönottosuunnitelma ja siirtymäpolku tulevaisuuden tarpeet huomioivaan hinnoittelurakenteeseen. The energy revolution and changes in the use of electricity, together with changes in the Electricity Market Act and regulation methods are driving distribution network companies to reform their pricing practices. Changes in the use of electricity, in which the amount of energy transmitted is reduced and the need for peak power increases, are problematic in terms of the energy fee-based pricing structures that are widely in use at distribution network companies. As the amount of energy transmitted decreases, revenues from distribution decrease, while network-dimensioning peak powers and costs from the electricity network remain the same or even increase. Most of the costs from electricity network are fixed, independent of the amount of energy transmitted, which means that the pricing structures currently in use are not cost-effective.
In this master´s thesis the formation of a cost-effective power-based tariff for distribution company´s small customers and implementation of a pricing structure that takes future needs into account, following the general pricing principles as well as the Energy Agency´s recommendations on a harmonized structure for network service charges, are analyzed. Customer-specific and business-oriented changes caused by new small customers pricing options and changes in pricing structures are modeled using MATLAB® -software. It is not possible to move to a cost-effective small customer´s power-based tariff at once due to the excessive changes experienced by customers, which is why the pricing options presented are designed as the first stages of implementing a power-based tariff. The thesis presents an implementation plan and a transition path to a pricing structure that take future needs into account.
