Kustannustasoriskin hallinta allianssi- ja alihankintasopimuksissa

Abstract

Maailmanlaajuiset kriisit vaikuttavat maailmantalouteen ja siten teollisuuden pääraaka-aineiden kustannustason kehittymiseen. Myös rakennusalalla kustannustasoriskin hallinta on noussut avainasemaan taloudellisesti onnistuneen hankkeen läpiviennissä. Tutkimuksen tavoitteena oli kehittää rakennusalan toimijoiden kustannustasoriskin hallintamekanismeja kustannusindeksien avulla. Tutkimus keskittyi tapausyrityksen allianssihankkeiden kustannustason hallintamekanismeihin ja niiden analysointiin.

Tutkimus toteutettiin määrällisen ja laadullisen tutkimuksen ominaispiirteistä yhdistelevänä tapaustutkimuksena. Tutkimus jakaantui teoria- ja empiriaosuuksiin. Teoriaosuudessa syvennyttiin eri sektoreiden kustannustason kehittymiseen, kustannusindeksien käyttömahdollisuuksiin sekä allianssi- ja alihankintasopimusten kustannustasoriskin hallintaan. Empiriaosuudessa tarkasteltiin tapausyrityksen allianssihankkeiden kustannustasoriskin hallintamekanismeja sekundääridatan, havainnoinnin sekä asiantuntijoiden kanssa käytyjen keskustelujen kautta.

Tutkimuksen lopputuloksena luotiin allianssihankkeiden indeksirakenteen suunnitteluun ja soveltamiseen ohjaava viitekehys, jonka avulla kustannustasohallintaa voidaan edistää. Tutkimuksen tulokset havainnollistivat, että kustannustason hallintaan voidaan vaikuttaa toimivan indeksirakenteen ja sen hyödyntämisen avulla. Toimivan indeksirakenteen luominen edellyttää hankkeen luonteen, sisällön, ajankohdan ja kustannusrakenteen huomioon ottamista.

Crises across the world affects to global economy and so to the development of cost level of industry main raw materials. Also, in the construction industry cost level risk management has risen to the key position of completing financially successful projects. The goal of this study was to develop cost level management mechanisms of operators of construction industry by using cost indices. The study focused to case company’s cost level management mechanisms and their analysis in alliance projects.

The study was executed as a case study combining the features of quantitative and qualitative research. The study divided into theoretical and empirical parts. In the theoretical part the study focused to the cost level development on different sectors, the possibilities of using cost indices and cost level risk management of alliance and subcontractor contracts. In the empirical part the study reviewed the cost level management mechanisms of case company via secondary data, observation and discussions held with experts.

A conceptual framework of cost index structure to drive design and apply for alliance projects was created because of this study whereby cost level management can be promoted. The results of this study illustrated that by effective cost index structure and using it the cost level management can be affected. The creation of effective cost index structure requires considering the nature, content, timing, and cost structure of the project.
