Public service innovation in the Baltic States, Finland, and Poland : INTERREG BSR project case

Abstract

This thesis explores public service innovation (PSI) in small and medium-sized cities across the Baltic States, Finland, and Poland, focusing on the factors that inhibit innovation implementation and the differences in innovation strategies among these regions. Through a systematic literature review and a survey of 108 participants from five countries, this study identifies primary restraining factors, including a lack of leadership, insufficient institutional support, and ineffective communication strategies at all levels. The results reveal that less than one-third of public service organisations that participated in the survey have designated personnel for innovation, highlighting a significant gap in leadership. Additionally, the survey uncovers a robust interest in integrating immersive technologies, yet only a minority currently utilise them, indicating potential areas for implementation.

The study also provides an overview of governmental support for public service innovation across the five countries, suggesting why these countries, despite being in the same region, have different levels of innovation according to the EIS tool. Ultimately, the research contributes valuable insights into the current state of PSI in the Baltic Sea Region, emphasising the necessity for collaborative governance and proactive measures to enhance public service delivery and meet communities' evolving needs.
