Toimitilainvestointien taloudellisuuden vertailu Suomen kunnissa

Abstract

Lahden Tilakeskuksen tilaamia toimitilahankkeita on mielletty kalliiksi Lahden kaupungin päätöksentekoelimissä. Näin ollen Lahden Tilakeskuksessa pyritään selvittämään, ovatko sen rakennuttamat toimitilahankkeet muuta Suomea kalliimpia. Tämän diplomityön tavoitteena on tutkia, kuinka paljon Lahden Tilakeskuksen toimitilahankkeiden kustannukset eroavat muiden kaupunkien vastaavien hankkeiden kustannuksista sekä määrittää kustannuserojen aiheutumissyyt. Aihe on tärkeä ja ajankohtainen, koska julkisia toimitilahankkeita usein mielletään kalliiksi ja tuhlaileviksi. Tuntemus kustannuserojen aiheutumissyistä ja toimitilahankkeiden kustannuksista suhteessa muuhun Suomeen muodostaa perustan tuleviin kehitystoimenpiteisiin kustannusjohtamisen osalta Lahden Tilakeskuksessa.

Diplomityö toteutettiin monimenetelmällisenä tutkimuksena, jossa ensin hyödynnettiin tilastollisia menetelmiä, ja laadullisilla menetelmillä täydennettiin tilastoanalyyseista saatuja tuloksia. Kirjallisuuskatsauksessa käsitellään toimitilainvestointien taloudellisuutta sekä keskeisimpiä kustannuserojen aiheutumissyitä julkisissa toimitilahankkeissa. Työn empiirisessä osiossa analysoidaan kaupunkien toimitilahankkeiden keskimääräisiä kustannuseroja ja niiden taustalla olevia tekijöitä tilastollisia menetelmiä hyödyntäen. Tilastoanalyyseihin tarvittava aineisto koostui Lahden tilakeskuksen sisäisestä materiaalista ja muiden kaupunkien toimittamasta kustannusdatasta. Työn laadullinen osio toteutettiin vertailevana tapaustutkimuksena, jossa aineistoa kerättiin teemahaastattelulla. Haastatteluaineiston lisäksi vertailevassa tapaustutkimuksessa analysoitiin urakka-asiakirjoja.

Työn tulokset osoittivat, että toimitilahankkeiden keskimääräiset kustannukset eroavat merkittävästi kuntien välillä. Tilastoanalyysin tuloksista havaitaan, että kustannusten vaihtelusta voidaan 30–35 % selittää tilatehokkuudella riippuen hanketyypistä. Tilatehokkuus ja hankkeen toteutusmuoto yhdessä selittävät jo yli 50-prosenttia kustannusten vaihtelusta. Tilatehokkuuden vaikutuksen suuruus hankkeen taloudellisuuteen oli hyvin riippuvainen hankkeen toteutusmuodosta. Erityisesti kokonaisvastuurakentamisen toimitilahankkeissa tilatehokkuudella oli merkittävä vaikutus hankkeen taloudellisuudelle. Työn laadullisen osion tuloksissa korostuivat erityisesti hankinta- ja kilpailutuskäytänteiden merkitys kustannuseroja aiheuttavana tekijänä.

Facility projects procured by the Facility Center of the City of Lahti have been considered to be expensive in the city’s decision-making bodies. Therefore, the Facility Center aims to investigate whether the facility projects in the City of Lahti are more expensive compared to facility projects in the rest of Finland. The goal of this thesis is to find out how much the costs of the facility projects procured by the Facility Center of City of Lahti differ from the costs of similar projects in other municipalities and to determine the causes of cost differences. The topic of the thesis is relevant and current, because public facility projects are often perceived as expensive and extravagant. Also, the understanding of the causes of cost differences and knowledge of the costs of facility projects relative to the rest of Finland sets the foundation for future development in terms of cost management in the Facility Center of the City of Lahti.

This master thesis was conducted using mixed methods research, in which statistical methods were first utilized, and the results from the statistical analyses were complemented by qualitative methods. The economic of facility investments as well as the factors behind cost differences in public facility construction projects are covered in the literature review. The differences in average costs of facility projects between municipalities as well as the causes of cost differences are analyzed through statistical analysis. The data required for the statis-tical analysis were collected from the facility Center of the City of Lahti’s internal data as well as the data delivered from other municipalities. In the qualitative part of the thesis was carried out as comparative case study, where the data were collected through a thematic interview. In addition, contract documents were also analyzed in the comparative case study.

The results show that the average costs of facility projects vary significantly between municipalities. The results from the statistical analysis show that 30-35 % of changes in costs can be explained by space efficiency depending on the type of project. More than 50 % of the changes in costs can be explained by space efficiency and project delivery systems. However, the extent to which space efficiency affects costs is highly dependent on the project delivery system. Especially in design-build projects the effect of space efficiency was significant. The results from the qualitative phase, on the other hand, indicate the importance of procurement and bidding practices when it comes to causes of cost differences.
