Exploring Perceptions of Blockchain in Cross-Border Workforce Mobility

Abstract

While most research focuses on the technical side of blockchain-based solutions, empirical studies with HR professionals and the workforce on verification processes remain limited. This paper aims to resolve these gaps, exploring the issues and processes that need to be considered before utilizing blockchain solutions in recruiting. We collected data using 13 semi-structured interviews among experts who are involved in the applicants’ credentials verification process and 1 workshop among applicants. We analyzed the data from interviews using the content analysis approach, focusing on 3 themes, namely key motivators, challenges faced and proposed solutions. These were then validated and expanded during a workshop. Based on the collected data we provide essential design requirements for future systems and align them to all stakeholders involved in the process (individuals, certificate issuers and HR department). Our study extends prior research on blockchain-based verification systems, enhancing collaboration between recruiters and applicants.
