Utilization of electric boilers in European reserve markets and the impact of reserve revenues on investment profitability

As the share of renewable energy in electricity generation increases, and as lower electricity prices have become more common, investments in electric boilers have grown both in the district heating and industrial sectors. Because of their controllability, electric boilers can be used to optimize energy costs as well as to support imbalance management.
This thesis examines the potential for electric boilers to participate in the European reserve markets and the impact of reserve revenues on the profitability of their investments. Depending on the design and capacity of the electric boiler, it can provide reserve power for frequency containment reserves as well as for automatic and manual frequency restoration reserves. However, participation in the reserve markets is also influenced by practical general arrangements at the site, such as the industry’s own production and control systems. The thesis explores the electricity markets and reserve markets in the Nordic countries and The Netherlands and discusses differences and similarities between these countries. An overview of different electric boiler types and their operation is also provided.
The investment profitability was evaluated through three different scenarios, with varying boiler utilization rates, reserve products and target country. Reserve revenues from electric boilers were highly dependent on electricity prices and taxation of the examined country as well as the pricing of reserve products. The results showed that participating in reserve markets in Finland and Sweden can significantly shorten the payback period of an electric boiler investment. However, due to Sweden’s high electricity tax, operating an electric boiler is almost exclusively unprofitable without additional reserve revenues, whereas in Finland their use is highly cost-effective. Uusiutuvan energian osuuden kasvaessa sähköntuotannossa sekä sen seurauksena yleistyneet edulliset sähkön hinnat ovat lisänneet sähkökattilainvestointien määrää kaukolämmön tuotannossa sekä muualla teollisuudessa. Sähkökattiloiden säätökyvyn ansiosta niillä voidaan optimoida energiakustannuksia sekä toteuttaa tasehallintaa.
Tässä työssä tarkastellaan sähkökattiloiden mahdollisuuksia osallistua eurooppalaisille reservimarkkinoille sekä reservituottojen vaikutuksia investoinnin kannattavuuteen. Riippuen sähkökattilan mitoituksesta, voidaan sillä tarjota reservitehoa niin taajuusohjatulle käyttö- ja häiriöreserville, kuten myös automaattiselle ja manuaaliselle taajuuden palautusreserville. Reservimarkkinoiden osallistumismahdollisuuksiin vaikuttaa todellisesti kuitenkin reservikohteen yleiset järjestelyt, kuten teollisuuden oma tuotanto sekä ohjausjärjestelmä. Työssä perehdytään Pohjoismaiden sekä Alankomaiden sähkö- ja reservimarkkinoihin ja pohditaan eri maiden eroja ja yhtäläisyyksiä. Tämä lisäksi perehdytään myös eri elektrodikattilatyyppeihin ja niiden toimintaan.
Investoinnin kannattavuutta tarkasteltiin kolmella eri sähkökattilan käyttötapauksella, joissa erosivat kattilan käyttöaste, markkinatuotteet sekä kohdemaa. Reservituotot sähkökattilalla ovat vahvasti riippuvaisia tarkasteltavan maan sähkön hinnoista ja verotuksesta, sekä reservituotteiden hinnoittelusta. Työn tulokset osoittivat, että reservimarkkinoille osallistuminen sähkökattiloilla Suomessa ja Ruotsissa lyhentää huomattavasti investoinnin takaisinmaksuaikaa. Ruotsin korkea sähkövero tekee kuitenkin sähkökattiloiden käyttämisestä lähes yksinomaan häviöllistä ilman reservituottoja, kun taas Suomessa niiden käyttö on hyvin kannattavaa.

Tässä työssä tarkastellaan sähkökattiloiden mahdollisuuksia osallistua eurooppalaisille reservimarkkinoille sekä reservituottojen vaikutuksia investoinnin kannattavuuteen.
