Tiivistelmä
Sähköjärjestelmän lisääntyvä joustotarve on kasvattanut kiinnostusta hyödyntää uusia resursseja säätösähkömarkkinoilla. Kakolan lämpöpumppulaitoksella on osallistuttu säätösähkömarkkinoille, mutta käytössä ollut toimintamalli on edellyttänyt lämpöpumppujen toistuvia käynnistyksiä ja sammutuksia. Lämpöpumput on suunniteltu pitkäkestoisiin käyntijaksoihin, minkä vuoksi tiheät käynnistykset ja pysäytykset eivät ole laitoksen käyttötavan kannalta optimaalisia. Tästä syystä Turku Energialle syntyi tarve selvittää, voitaisiinko säätösähkömarkkinoille osallistua lämpöpumppujen tehoa säätämällä.
Tämän diplomityön tavoitteena oli arvioida, missä määrin Kakolan lämpöpumppujen sähkötehoa voidaan laskea hallitusti ja onko saavutettava säätönopeus riittävä säätösähkömarkkinoille osallistumiseen pelkän tehonsäädön avulla. Lisäksi tarkasteltiin, täyttääkö tällainen toimintamalli mFRR- ja aFRR-markkinoiden vaatimukset.
Työ toteutettiin tapaustutkimuksena yhdistäen teoreettinen tarkastelu ja mallinnus laitoksella toteutettuihin koeajoihin, joiden avulla määritettiin lämpöpumppujen käyttäytyminen tehonlaskutilanteissa ja saavutettava säätönopeus.
Tulosten perusteella lämpöpumppujen sähkötehoa voidaan alentaa hallitusti, ja saavutettu säätönopeus on riittävä mFRR-markkinoille, mutta ei aFRR-markkinoille. aFRR-vaatimusten täyttämiseksi säätönopeuden olisi tullut olla noin kaksinkertainen toteutuneeseen nähden.
Johtopäätöksenä todetaan, että Kakolan lämpöpumppulaitos soveltuu mFRR-markkinoiden joustoresurssiksi tavalla, joka vähentää toistuvia käynnistyksiä ja sammutuksia. Työssä tunnistetut säätömuutokset voidaan toteuttaa laitoksen automaatiossa. The increasing need for flexibility in the power system has intensified interest in utilizing new resources in balancing markets. The Kakola heat pump plant has participated in these markets, but the applied operating strategy has required frequent start-ups and shutdowns of the heat pumps. Heat pumps are designed for long continuous operating periods; therefore, frequent start–stop cycles are not optimal for the intended operation of the plant. This created a need for Turku Energia to assess whether participation in balancing markets could be achieved by adjusting the power output of the heat pumps instead of shutting them down.
The objective of this Master’s thesis was to evaluate to what extent the electrical power of the Kakola heat pumps can be reduced in a controlled manner and whether the achievable ramp rate is sufficient for participation using power control only. In addition, the suitability of this operating approach for the mFRR and aFRR markets was examined.
The study was conducted as a case study combining theoretical analysis and modeling with on-site test runs, which were used to determine the behavior of the heat pumps during power reduction events and the achievable ramp rate.
The results show that the electrical power of the heat pumps can be reduced in a controlled manner, and that the achieved ramp rate is sufficient for participation in the mFRR market but not in the aFRR market. To meet the aFRR requirements, the ramp rate would have needed to be approximately twice as fast as achieved.
It is concluded that the Kakola heat pump plant is suitable as a flexibility resource in the mFRR market in a way that reduces frequent start-ups and shutdowns. The identified control modifications can be implemented in the plant automation system.
