How governing bodies conceptualize their relationship to technological development shapes the policy they produce. This thesis examines how governing bodies conceptualize their ability to influence technological development in the context of artificial intelli-gence, analyzed through theoretical lenses of technological determinism and social shap-ing of technology. The data consists of the European Union’s: “AI Continent Action Plan” and the United States of America’s: “America’s AI Action Plan: Winning the Race.” The data was analyzed through a theory driven thematic analysis. The findings reveal that both action plans utilize both theories, but they differ in how technological determinism and social shaping of technology are applied. The EU action plan conceptualizes governance as a collective and emphasizes regulation, whereas the US action plan conceptualizes governance through competitiveness and dominance. The analysis reveals that technolog-ical determinism and social shaping of technology do not operate as opposing frameworks but rather as complementary to each other. The findings suggest that in the context of artificial intelligence the two theories form a reciprocal relationship. The findings con-tribute to the theoretical understanding of technological determinism and social shaping of technology in the context of AI and to the understanding of how governing bodies perceive AI as a part of society and their role the technological development. Hallinnollisten elinten tapa käsitteelistää suhteensa teknologiseen kehitykseen, on keskeinen tekijä politiikan muodostamisessa. Tämä kandidaatin tutkielma tarkastelee miten hallinnolliset elimet käsittävät kykynsä vaikuttaa teknologiseen kehitykseen tekoälyn kontekstissa. Tutkielman teoreettinen viitekehys koostuu teknodeterminismin ja teknologian sosiaalisen muokkautuvuuden teorioista. Aineisto koostuu Euroopan Unionin tekoälytoimintasuunnitelmasta ”EU AI Continent Action Plan” ja Yhdysvaltojen tekoälytoimintasuunnitelmasta ”America’s AI Action Plan: Winning the Race.” Aineistoa analysointiin teoriapohjaisen temaattisen analyysin keinoin. Tulokset osoittavat, että molemmissa toimintasuunnitelmissa sovelletaan molempia teorioita, mutta ne eroavat toisistaan teknodeterminismin ja teknologian sosiaalisen muokkautuvuuden käytössä. EU:n toimintasuunnitelmassa hallintoa käsitellään kollektiivisena ja siinä korostetaan sääntelyä. Yhdysvaltojen toimintasuunnitelmassa puolestaan hallintoa tarkastellaan kilpailukyvyn ja valta-aseman kautta. Analyysi osoittaa, että teknodeterminismi ja teknologian sosiaalinen muokkautuvuus eivät toimi vastakkaisina viitekehyksinä, vaan täydentävät toisiaan. Tulokset viittaavat siihen, että tekoälyn kontekstissa kaksi teoriaa muodostavat vastavuoroisen suhteen. Tulokset syventävät teoreettista ymmärrystä teknodeterminismistä ja teknologian sosiaalisesta muokkautumisesta tekoälyn kontekstissa sekä ymmärrystä siitä, miten hallinnolliset elimet näkevät tekoälyn osana yhteiskuntaa ja oman roolinsa tekniikan kehityksessä.
