Barriers and enablers of hydrogen-based steelmaking in Finland : a socio-technical analysis

Tiivistelmä
This master’s thesis examines the socio-technical factors that influence the transition toward hydrogen-based steel production in Finland. It also examines challenges that the integration of green hydrogen production and use creates for the Finnish steel industry. The thesis focuses on green hydrogen produced through electrolysis and examines hydrogen-based direct reduction combined with an electric arc furnace as a possible way to reduce emissions from steel production. The thesis is based on a literature and document analysis, using scientific publications, policy documents, industrial roadmaps and reports on reducing emissions in the steel industry, green hydrogen, the Finnish energy system and sociotechnical transition.
Based on the results of the thesis, hydrogen-based steelmaking is technically possible in Finland and is supported by several factors, such as Finland’s low-carbon electricity system, renewable energy potential, industrial expertise and growing interest in low-carbon steel. At the same time, the transition also faces significant challenges. The main barriers are the large need for low-carbon electricity and the continuous growth of electricity demand, constraints related to the expansion of the electricity grid and renewable energy, high investment costs, underdeveloped hydrogen infrastructure, uncertainty regarding the demand for green steel and local acceptance of the projects.
The thesis concludes that hydrogen-based steelmaking requires a broad socio-technical transition that concerns not only the steel industry but also energy, infrastructure, market and policy systems. Successful implementation in Finland requires coordinated development of renewable electricity, hydrogen production, electricity grid capacity, industrial infrastructure, markets, skills and social acceptance. Tämä diplomityö tarkastelee sosio-teknisiä tekijöitä, jotka vaikuttavat siirtymään kohti vetypohjaista terästuotantoa Suomessa. Työ tarkastelee myös haasteita, joita vihreän vedyn tuotannon integrointi ja käyttö aiheuttavat Suomen terästeollisuudelle. Työ keskittyy elektrolyysillä tuotettuun vihreään vetyyn ja tarkastelee vetypohjaista suorapelkistystä yhdistettynä valokaariuuniin keinona vähentää terästuotannon päästöjä. Työ perustuu kirjallisuus- ja dokumenttianalyysiin, jossa hyödynnetään tieteellisiä julkaisuja, politiikkaasiakirjoja, teollisuuden tiekarttoja ja raportteja terästeollisuuden päästöjen vähentämisestä, vihreästä vedystä, Suomen energiajärjestelmästä ja sosio-teknisestä siirtymästä.
Työn tulosten perusteella vetypohjainen teräksenvalmistus on Suomessa teknisesti mahdollinen, ja sitä tukevat useat tekijät, kuten Suomen vähähiilinen sähköjärjestelmä, uusiutuvan energian potentiaali, teollinen osaaminen sekä kasvava kiinnostus vähähiiliseen teräkseen. Samalla siirtymään liittyy myös merkittäviä haasteita. Keskeisimpiä esteitä ovat suuri vähähiilisen sähkön tarve ja sen kysynnän jatkuva kasvu, sähköverkon ja uusiutuvan energian laajentamisen rajoitteet, korkeat investointikustannukset, kehittymätön vetyinfrastruktuuri, vihreän teräksen kysynnän epävarmuus sekä projektien paikallinen hyväksyttävyys.
Työn johtopäätöksenä on, että vetypohjainen teräksenvalmistus edellyttää laajaa sosioteknistä muutosta, joka koskee terästeollisuuden lisäksi energia-, infrastruktuuri-, markkinaja politiikkajärjestelmiä. Onnistunut toteutus Suomessa edellyttää uusiutuvan sähkön, vedyn tuotannon, sähköverkkokapasiteetin, teollisen infrastruktuurin, markkinoiden, osaamisen ja yhteiskunnallisen hyväksyttävyyden koordinoitua kehittämistä.
