Tiivistelmä
Tämän diplomityön tarkoituksena oli löytää kehityskohteita Fortumin Loviisan ydinvoimalaitoksen konventionaalisesta, eli tavanomaisesta, jätehuollosta. Tavoitteena oli löytää erityisesti keinoja kaatopaikkajätteen määrän vähentämiseksi sekä lajittelun tehostamiseksi. Myös jätelainsäädännön kokonaisuudistuksen vaikutukset jätehuollon toimintaan olivat työn kannalta keskeisessä roolissa. Työ tehtiin jätehuoltosuunnitelman rakennetta noudattaen. Jätehuoltosuunnitelma koostuu alkukartoituksesta sekä jätehuoltosuunnitelman laatimisesta ja toteutuksesta. Varsinaisina kehitystarpeiden kartoittamismenetelminä käytettiin viranomaisvaatimusten selvittämistä, toiminnan tarkastelua, jätehuoltokyselyä voimalaitoksen
työntekijöille, benchmarkingia sekä valittujen hyötykäyttö- ja loppusijoitusmenetelmien
kustannusvertailua.
Tulokseksi saatiin, että jätteiden lajittelua voitaisiin tehostaa ennen kaikkea lisäämällä
työntekijöiden koulutusta. Lajittelun helpottamiseksi ohjeistuksen tulee olla paremmin saatavilla sekä voimalaitoksen omalle henkilöstölle kuin urakoitsijoillekin. Ongelmajätehuollossa eniten ongelmia ilmeni ongelmajätepakkausten merkitsemisessä jätteiden syntypaikoilla. Tähän ratkaisuna ehdotettiin kokeiltavaksi jätteiden syntykohteisiin sijoitettavia jätekortteja, joista pakkaajat voisivat helposti tarkistaa tarvittavat merkinnät. Myös mustan jäteöljyn keräämistä olisi mahdollista parantaa, jotta suurempi osa siitä saataisiin hyödynnettyä
materiaalina. Kaatopaikkajätteen määrän vähentämiseksi työssä ehdotettiin sekajätteen
viemistä kaatopaikan sijaan poltettavaksi. Muutoksen seurauksena voimalaitoksen jätehuollon kustannukset saattavat lisääntyä, mutta ympäristön kannalta muutos tulisi olemaan
positiivinen. The aim of this diploma thesis was to find ways to improve conventional waste management
at Fortum's nuclear power plant in Loviisa. The main targets of this thesis were to find ways to reduce the amount of landfill waste and to make the sorting of waste more efficient. A significant subject in this study was also the effect of the overall reform of
waste legislation on the waste management of companies. The structure of this work mainly resembled the structure of a waste management plan. A waste management plan consists of an initial survey, the preparation and implementation of the plan. The survey
methods used for finding the development needs of waste management of Loviisa power plant were discovering the authority requirements, a waste management query to the personnel,
benchmarking and a cost comparison of selected utilization and repository methods.
As a result, it was observed, that the sorting of waste could be made more efficient most of
all by increasing the amount of training given to the personnel. To make the sorting of waste as easy as possible, the instructions of sorting must be available both to the own personnel of the company and the contractors. The most significant problem of the hazardous
waste management was the lack of adequate labelling of the hazardous waste packages at
their birthplaces. A suggested solution is to put waste cards visible to the sources of hazardous waste. Then the waste sorters could easily check the adequate labelling of packages
from these cards. It is also possible to make the sorting of black waste oil more efficient,
thus allowing more of it ending up in material utilization. It is possible to decrease the
amount of landfill waste by taking the waste into an incineration plant instead of landfill.
This change might increase the cost of waste management at the power plant, but environmentally the change would be beneficial.
