Kuljetusmuodoista yhteiskunnalle kohdistuvat kustannukset bulktavaraliikenteessä

Tiivistelmä
Diplomityössä tarkastellaan liikennemuotojen yhteiskunnalle kohdistamia kustannuksia, jotka syntyvät ylläpidosta, investoinneista sekä ulkoisista tekijöistä. Liikenteen hinnoittelussa ei useinkaan huomioida ulkoisia kustannuksia kuten päästöjen, melun sekä onnettomuuksien aiheuttamia kustannuksia, joiden laskentaan ja muodostumiseen tässä diplomityössä kiinnitetään erityisesti huomiota.
Työn teoriaosassa selvitetään taustaa liikenteen hinnoittelulle sekä esitetään Suomessa käytössä oleva malli liikenteestä muodostuvien kokonaiskustannuksien huomioimiseksi. Tämän lisäksi vertaillaan ulkoisten kustannuksien laskentaa Suomen ja Euroopan välillä. Empiriaosassa lasketaan yhteiskunnalle kohdistuvat kustannukset kahdessa case esimerkissä. Suomessa liikenteen aiheuttamat kustannukset huomioidaan osana hankearviointeja. Näissä ulkoisten kustannuksien osuus on vähäinen muihin kustannuksiin verrattuna.
Kirjallisuusselvityksen sekä empiria osuuden perusteella Suomessa tarvitaan lisäselvitystä ulkoisista kustannuksista, jos halutaan saada niiden arvo vastaamaan paremmin Suomen olosuhteita. Investointi ja ylläpitokustannukset on kohdennettu vain tieliikenteessä ajoneuvosuoritetta kohden. Vastaavaa tietoa ei ole saatavissa muiden tarkasteltujen kuljetusmuotojen osalta. This thesis describes the work carried out to determine costs for society caused by
different modes of transportation. The costs include maintenance, investements and
external factors. Costs which are caused by emission, noise and accidents are usually
not considered when price for transportation is discussed. In this thesis the calculating
and determining this external factors is studied.
In the theoretical section, the background for pricing of transportation is studied. Also
the model used in Finland for determining the overall costs is carried out and compared
to the one used in Europe. In the empirical section of this thesis the overall costs
caused by different modes of transportation are studied in two case examples.
In Finland overall transportation costs are taking into account as a part of project
evaluation. The amount of external factors is relatively low compared to the other
costs. According to theoretical and empirical studies further clarifications are needed
to clarify the costs of eternal factors to Finlands circumstantial factors. Investement
costs and maintenance costs are specified only for road transportation. Similar knowledge is not available for other modes of transportation.
