Requirement management in nuclear power projects

Tiivistelmä
Diplomityön tarkoituksena oli tutkia vaatimusten hallintaa suunnittelu- ja konsultointiyrityksen kannalta Suomen ydinvoimaprojekteissa keskittyen ydinturvallisuus- ja laatuvaatimuksiin. Ydinvoimaprojekteissa toimiminen on edellyttänyt menettelyohjeiden ja laatujärjestelmän uudelleen organisointia yrityksessä ja esiin on noussut haasteita liittyen muun muassa vaatimusten tunnistamiseen ja todentamiseen erityyppisissä ja erilaajuisissa projekteissa. Työ toteutettiin perehtymällä ydinvoimaan liittyvään lainsäädäntöön Suomessa, ohjeisiin ja standardeihin sekä haastattelemalla yrityksen omia asiantuntijoita. Viimeaikaisista sekä meneillään olevista projekteista kerättiin kokemuksia sekä arvioitiin ydinvoima projekteja varten laaditun projektin toteutusohjeen toimivuutta ja käytettävyyttä esimerkkiprojektin avulla.
Suurimmiksi haasteiksi tunnistettiin lainsäädännöllisten vaatimusten, kuten ydinvoima-
laitosohjeiden (YVL) muuttuminen ja tulkinnanvaraisuus sekä asiakkaiden perehtymät-
tömyys Suomen lainsäädäntöön ja vaatimustasoon liittyen ydinturvallisuuteen. Työn
tuloksena tunnistettiin hyviä vaatimusten hallintaan liittyviä projektinhallintaa ja ydin-
turvallisuutta edistäviä asioita, kuten vaatimusten täsmentäminen jo sopimustasolla sekä niiden täyttymisen seuranta projektin aikana. Erillisen vaatimustietokannan luomista ydinvoimaprojekteja varten tutkittiin, mutta siitä luovuttiin teknisten vaatimusten osalta kannattamattomana, sillä standardien ja vaatimusten määrä kasvoi niin suureksi, että niiden hallitseminen vaatisi enemmän työtä kuin mitä projektien taso yleensä sallisi. The purpose of the thesis was to study requirement management from a design company’s aspect in Finnish projects related to nuclear power focusing on the nuclear safety and quality requirements. Working in nuclear power projects has required reorganizing of the work procedures and the quality system in the company, and challenges related to for example identification of the requirements and verifying their fulfillment in projects with different types and sizes have emerged.
The thesis was carried out by familiarizing to the Finnish regulations, codes and standards and by interviewing the company’s own experts. Experiences from recent and ongoing projects were collected and the functioning and usability of the new project execution plan for nuclear power projects was evaluated through an example project.
The requirements from legislation, such as the renewal of the regulatory nuclear safety
guides, YVL Guides, their openness for interpretation and the clients’ unfamiliarity to
the Finnish legislation and requirement level related to nuclear safety were found as the
major challenges. The results of the work were identifying the methods for good project
control, such as specifying the requirements already on the contract phase and the follow-up of their fulfillment during the project. Creating a separate database for nuclear
safety requirements management was studied but was found not worth implementing due to the amount of different standards and the enormous number of the different requirement compared to the scope of the current projects.
