Tiivistelmä
Suomen hallintotuomioistuinten mittaristotyöryhmä on laatinut oikeusasioiden
hallintaa parantavan käsittelyn viivästymisestä varoittavan hälytysjärjestelmän
sekä luokitellut asiat työmäärään perustuen. Luokille on laadittu työmäärää
kuvaavat painokertoimet. Tämän diplomityön tavoitteena on tutkia
asiahallintajärjestelmään tehtyjen uudistusten mahdollistamia
suorituskyvynmittauksen ja tavoiteasetannan kehittämismahdollisuuksia
asiavirtauksen näkökulmasta. Tavoitteeseen pääsemiseksi selvitetään
työmääräpainotuksen vaikutuksia hallinto-oikeuksien suorituskyvyn
tunnuslukuihin sekä analysoidaan hallinto-oikeuksien suorituskykyä
työmääräpainotuksella vuosina 2009-2012. Raportti sisältää tutkimuksen
aihetta käsittelevän teoriakatsauksen ja kohdeorganisaatiota tutkivan empiirisen
osuuden. Empiirinen osuus perustuu vahvasti kvantitatiiviseen tutkimukseen.
Tutkimuksen tuloksena havaittiin, että työmääräpainotus kaventaa hallintooikeuksien
välisiä suorituskykyeroja, mutta huomattavia eroja esiintyy myös
työmääräpainotuksilla tarkasteltuna. Hallinto-oikeuksien suorituskyvyissä
esiintyy eroja sekä oikeuksien välillä että oikeuksien sisällä eri vuosina.
Analysoimalla nykyisiä suorituskyvyn mittauksen ja tavoiteasetannan
käytäntöjä, voidaan esittää neljä kehittämisen painopistettä: 1) tavoiteasetannan
tekeminen pidemmälle tähtäimelle, 2) mittauksen ja seurannan painopiste
toteutuneesta ennakointiin, 3) suorituskyvyn tunnusluvut vastaamaan
työmääräpainotusta ja 4) tavoitetasojen yhdenmukaistaminen. Näiden
havaittujen kehittämispainopisteiden ja suorituskykyanalyysien pohjalta luotiin
vaihtoehtoinen tapa mitata suorituskykyä ja asettaa tavoitteita.
Kehittämisehdotusta havainnollistettiin erilaisten skenaarioiden avulla. Työ
tarjoaa hyödyllistä tietoa hallinto-oikeuksien suorituskyvystä ja siitä millaisia
mahdollisuuksia asianhallinnan uudistukset tuovat hallinto-oikeuksien
suorituskyvyn kehittämiseen ja seurantaan. The working group of Finnish administrative courts has prepared methods
(warning system and weighted caseload) to improve caseflow management. The
aim of this study is to research the performance measurement and goal setting
development possibilities the new caseflow management methods will enable. To
achieve this goal the effects of the weighted caseload on the performance
indicators had to be studied and the performance of administrative courts from
2009 to 2012 analyzed. This study report includes a literature review and an
empirical study. The empirical study is strongly based on quantitative research.
The study results showed that the differences of performance levels of
administrative courts narrowed when used the weighted caseload method. But still
there were significant differences in the performance levels both between the
courts and within one court during the years. By analyzing the current
performance measurement and goal setting methods four improvement areas were
found: 1) goal setting for longer term, 2) the focus of the measurement and
monitoring from the past to the future, 3) the performance indicators to match
with the weighted caseload method and 4) the target level standardizing. Based on
these improvement areas a new performance measurement and goal setting
method was presented. The method was illustrated with a variety of scenarios.
This study provides useful information about the performance of administrative
courts and shows the potentials the new caseflow management methods will
enable considering performance management and monitoring.
